FileFiller is an application to create totally useless files full of different characters and random data.

The files can have a maximum size of 4GB if you're working on a FAT hard drive, or 80GB if you're using a NTFS.

Of course, you can give the resulting file any name and extension you want, even though it's irrelevant, since it will do absolutely nothing.
